This is an effort to prevent teams for trading away 1st round picks and then signing a compensation-eligible free agent. For example, if a team had the #30 pick, they could trade if for a star and then still sign a superstar free agent while only losing a 2nd (or 3rd...) round pick. Essentially, this means that if you sign a compensation-eligible FA, you must give up your first rounder.
We have some options:
- YES, ban trading 1st round picks at any time - YES, ban trading 1st round picks, but only during the offseason (trading allowed in July of previous year (if PTBNL passes) and after Opening Day) - NO, allow trading of 1st round picks - NO, allow trading of 1st round picks but make teams without 1st round picks ineligible to sign compensation free agents (personally, this is my least favorite option, as it would be difficult to enforce on my end)

I'd say you ban all draft picks or non.

this is a tricky spot.
i voted #4 for now. but it would need an adjustment i think. it should include atleast 2nd rd picks too.
let me just play devils advocate here for a second.
how much of an effect any of it has, is obv determined by the quality of FA classes. but if i knew i might sign 1 comp player, i would probably look to sign a second one (if available) and cash in on 2nd and 3rd picks via trade so i would lose only 1st rd and 4th rd picks for 2 comp guys.
other scenario. #1 pick in rd 2 is very close in value to #30 pick in rd 1, i think we can agree on. if i would have #1 overall pick in the draft, that pick is protected from comps. if i were to sign a comp player, i would only lose my 2nd highest pick, which in that case would be pick #1 in rd 2. so, if i were able to trade rd 2+3 picks (which would have good value), then i could sign a comp player but only give up my rd 4 pick.

Yes, it's not a perfect scenario. I thought about posing the question: ban comp eligible picks? but I felt this would be the easiest. From my experience, teams at the end of the round are more likely to abuse the system.

MLB teams are protected from losing a pick if you're in the bottom half of the standings right?
I think the only fair change if we were to change the current rule would be to not be able to trade any draft picks.
I would prefer not to restrict teams from being creative and using all of their assets in the best way that they see fit.

I would ban the free agent compensation picks like Commish suggested...

We will not place any restrictions on trading 1st round picks, but will monitor teams potentially misusing the system by trading picks and signing free agents.
