In an effort to try and rein in the number of players (especially the rookie leagues that, for some, seem ever-expanding) in the minors, so all you keep will get sufficient playing time to develop, I would like to propose we put limits on the number of players at each level of the minor leagues.
The POLL is simply a YES or NO in concept.
My proposal, should the GM's return a YES, would be 30 in every level but Rookie, where I would suggest 50 (twice the major league 25-Man roster).

Now that this has been active for a few days, here's my way of thinking for suggesting limits in the minors.
1) Players do keep coming into your rookie league with each draft and if nothing else happened you would indeed see your rookie level balloon. Thankfully each season, there are players that can declare as minor league free agents, so a few do leave via that route.
2) I really do not see this as trying to do anything other than have players in your system actually playing, and developing. If you have 150+ players in your rookie level and leave things to the AI, as few will get playing time, the rest will just sit there. This will hopefully cause you to review the players that should get time and try to cull the ones that shouldn't. In theory, your system will be better.
3) ANother by-product of doing this is that those that will never make it, should they find there way to the free agent pool and never, ever play, will hopefully just retire and fade away. In fact, one could argue this will add more dead weight to the lower end of the free agent list (where nobody looks anyway), but that's far better than dead weight sitting in your system!
