Some time ago I noticed an issue (a couple actually). 1) The rule for the "Luxury Tax" in ABL was originally set a 170% of the league average payroll, violating teams contributing 25% of the overage to tax, to be split. 2) That mechanism does not work properly in OOTP. The discussion thread is here - ablootp.proboards.com/thread/358/off-season-decision-required-puttingWhile this is a pretty common setting in the game and is usually left default (120% and 20% shared) the distribution of funds just does not work correctly. The developers are aware and I did file a bug to hopefully have them look again. And others chimed in when I posted my bug, so you never know... But it's not coming anytime soon. Another option within the game that does ABSOLUTELY function properly, is the "Revenue Sharing" function. I outlined how that would work in the other thread too. For the sake of transparency, the fact it works, and it does aid the poorer teams, I would be much more interested in moving to this (and I propose starting with a 10% revenue sharing target and leaving it there for several seasons). One thing is assured, 170% is not right as it simply doesn't penalize many of the very rich. Another consideration is when to do this. I strongly propose BEFORE the end of the season when the year rolls over!So the poll above. Please vote and/or comment below.

Very much leaning toward REVENUE SHARING being implemented just prior to end of the playoffs, in time to roll over into the off-season. And, following on my initial post, I am planning 10% as the "tax".

Based on the response, the ABL will move away from the currently flawed "Luxury Tax" and implement "Revenue Sharing" as of the roll-over to the off-season. The initial tax rate will be 10%.
At roll-over all team's revenue will be taxed 10%, the money pooled and then equally distributed among all teams. The rich will see a slight reduction, the poor will see a slight influx of cash and those close to the average will see a small swing either way. This system definitely works as intended in OOTP.
